ghjm/mailman3

Mailman3 was dropped from Fedora and EL9 because it didn't support Python 3.11. Red Hat is working on it (Bugzilla tracker). This COPR is a temporary stopgap to get it working in the interim. This is a rebuild of the last packaged version, from Fedora 36, and its dependencies. In order to get this to build I had to disable tests in the mailman3 package, because the test framework was failing to open /dev/stdout due to permissions errors in the COPR chroot. Tests and docs are also disabled in several other packages to avoid pulling in a huge dependency tail around Sphinx, and a few other hard-to-build things. So this shouldn't be viewed as production-ready unless you're as desperate as I am.
