The yum-utils SRPM designed just to output yum-plugin-copr.

Installation Instructions
Haven't got around to fixing dependencies check yet, but at least on EPEL7, you can use the following:
rpm --nodeps -i https://copr-be.cloud.fedoraproject.org/results/alonid/yum-plugin-copr/epel-7-x86_64/00110045-yum-plugin-copr/yum-plugin-copr-1.1.31-508.el7.centos.noarch.rpm
Then, yum copr enable might works. You can do rpm -e yum-plugin-copr to get rid of this atrocity.
