Install repo and dnf distro-sync

HPN-SSH releases lag OpenSSH releases by several weeks. If you are using Fedora you probably will need to exclude=openssh* from the fedora and updates repos.

For EL 7, crypto-policies has been backported to support this openssh build. Of course it is the only package to which the policies apply. The system crypto-policies is used on EL 8 and Fedora.
