Backport of mingw 6.3.0 from Fedora 24 to EL 7.

Installation Instructions

To install mingw 6.3.0 please complete the following steps:

• enable epel repo as explained at https://fedoraproject.org/wiki/EPEL
• install copr plugin for yum, i.e., sudo yum install -y yum-plugin-copr.noarch
• enable this repo, i.e., sudo yum copr enable -y godsic/MinGW-6.3.0
• install needed mingw-gcc component, e.g., sudo yum install -y mingw64-gcc
