uutils' coreutils rewrite in Rust; temporary repo until everything is in Fedora

Installation Instructions

Enable the repo and sudo dnf install uutils-coreutils.

rust-coreutils (the source RPM) is in Fedora, but this version is compiled with extra features requiring some dependencies either still in testing or in review.

Feel free to give karma and/or pick up reviews!
