Wanted: Python3 library to interact with IRC

Plan:

• Package all of the python modules which modern versions of python-irclib require to build.

• Update python-irclib to the newest version which supports python3.

• Write a cool [YOUR SOFTWARE HERE] with python3, asyncio, and python3-irclib :-)

Installation Instructions

Note: pytest >= 2.8 this update is in Fedora rawhide(f24) but not in older releases so I'm building the update here.
