Go hugo io build built with extended flags to support sass/scss

"If you process SCSS or SASS to CSS in your Hugo project, you need the Hugo extended version"

For the building only:

The package wellington/go-libsass is required in order to build the requirement bep/go-tocss. Fedora 30 has 0.9.2-3 version which is an older version/commit from the required one as also mentioned here. Thus the latest commit is built.

Installation Instructions

dnf install hugo-extended

• Warning: It will most likely conflict with the hugo version from fedora so I would advise against installing both.
