The atomic utility was removed in rawhide https://src.fedoraproject.org/rpms/atomic/c/7244374466a9a8fe3714aba890591494825c5772?branch=master
We used atomic+ostree and not atomic+docker and that feature is not provided by podman
It is a rebuild of https://koji.fedoraproject.org/koji/buildinfo?buildID=1184437 for rawhide (with some spec file fixes)
