FreeSWITCH 1.10.10 built on RHEL 8 and 9

Installation Instructions

• gcc plugin annobin causing issues on RHEL 8 + gcc-toolset-9: hence stick to gcc 8 for EL8
• more -Werror relaxation added: -Wno-error=declaration-after-statement

I wonder how upstream builds their CentOS 7 packages: -Werror definitely not working for me on EL8 / EL 9
