Packages used by the Red Hat OSPO/OSCI team to deploy community mailing-lists with Mailman 3.

This build is originally based on the work of Aurelien Bompard, thanks a lot for the nice work. It targets EL7 but future work will also include Fedora.

Changes done in this branch:

• Python 3.4->3.6 switch (which is happening in EL7)
• use mailman 3.2 server (instead of 3.1) (the full 3.2 transition with all UI component is WIP in the mailman3-rpm-repo-devel repository)
• packaging fixes
